The Chat Squadron of 7th Chevron is based out of the Vega Galaxy. Having found a working ZPM module, travel between earth and the Vega Galaxy has been established on a semi-monthly basis. Each month, necessary supplies and personnel are sent through the stargate from earth to the Vega Galaxy, and fifteen days later, the Vega galaxy opens a wormhole back to earth to send any necessary information, artifacts, or personnel back through the gate.

The base in the Vega galaxy is under construction. During the process, one of the buildings was sabotaged. The excerpt you read is SGV-1 in search of the saboteurs.
